Bill C-65, An Act to amend the Criminal Code (street racing) and to make a consequential amendment to another Act, was introduced in the House of Commons by the Minister of Justice on 28 September 2005. The bill, which is intended to underline the seriousness of the street racing problem, essentially makes three amendments to the Criminal Code (1) (the Code). First, it defines street racing. Second, it provides that street races constitute an aggravating circumstance. Third, it provides for the making of an order that prohibits driving.
